中国作为全世界的第二大经济体，在芯片等高新技术的发展上却倍受限制。以美国为首的欧美洲各国以限制原料出口、拒绝芯片流通等方式限制中国芯片的发展。

为了更好的发展我国芯片行业，由中华人民共和国和香港特别行政区创新中心共同打造的合作平台芯世界成立了。芯世界旨在推进中国及香港的芯片缺失，从而加速中国及香港的芯片的发展。芯世界和世界巨头芯片公司达成合作，为中国企业租赁相应的芯片，并集结全球芯片研发人才，自主研发芯片。
